Is the signal quality calculated the same between all manufactures ? When my antenna is connected directly to the TV it's signal quality is 99 but connected to the T2 the beyonwiz shows signal quality around 20 ? Why would they be different ?

No. There is no standard and it's all different. Even between models from the same manufacturer.
The main purpose of such meters is to let you know if you are making things worse or better as you tweak.
If you want to have meaningful absolute measurements, you need fairly expensive equipment and the skills to use it.
