I read this post on Facebook from a colleague of mine - thought it might be an interesting read from a professional sound mixer.

A question without notice to my colleagues in the sound industry.
I've noticed that both free to air HD channels and FOXTEL when broadcasting Dolby Digital (AC3) audio have a dialnorm setting of -3dB. Then end result is that the viewer needs to turn up the volume of their home system to cope with the reduced level of the program audio. Normally I would expect a level of -27dB set for dialnorm. ABC TV, which isn't
broadcasting Dolby Digital audio, specifies a delivery standard dialnorm on Dolby E material of between -21dB and -31dB in their program delivery specifications.
Does anyone have any information on the adopting and implementation of a -3dB dialnorm standard for broadcasting Dolby Digital audio on television programs?
