Is there any way of editing timer padding in Ive TV ?

Ice TV timers use the same padding settings as the default setting that all timers use in the Beyonwiz T series.

Go to:
MENU->Setup->TV->Recording settings->Margin before recording (minutes)
and
MENU->Setup->TV->Recording settings->Margin after recording (minutes)

You can edit the padding settings of individual Ice timers once they have already been set. Just open the timer from the Timer page, and edit them individually.

I believe Tezza does this a lot, because he records a LOT of shows, but I have never bothered. Just set the most conservative padding you need and leave it as default would be my recommendation.
