I honestly don't know. It's clearly the case for some formats, but I don't know whether it's a firm rule. It's certainly possible that a format may be supported in some hardware but for support to not yet be available in gstreamer.

This is a topic where I have a deep lack of knowledge (which is another reason why I'm reluctant to tackle it).
