Can't upload an Avatar

I'm trying to upload an Avatar, but get the following errors -

The size was bigger, but the forum gives you a message when the parameters are greater than it will accept, which I got, so I resized the picture... but still no joy.

Where are you loading it from? Your PC? Do you have any firewall that could be blocking it? Maybe try loading it from an ftp or www web directory.
