Can T4's audio settings decrease the base drum noise broadcasting from FIFA WC Games

It becomes nearly impossible to hear the commentary over the incessant noise of beating drums from the crowd.
I know it's all part of the atmosphere of the game for the crowd, but it ruins the TV coverage.
I can control the audio base settings on my car radio so I tried looking for similar type settings on my T4 but can't find anything.

No, you need to make those sorts of changes to audio reproduction in the device that makes the noise (ie. in your TV or amplifier settings).

Fiddling with the equaliser may work, or you could try enabling the device's "midnight mode" if it has one.
