It may “be just me”, but the BB quick link to “active topics”, my usual entry point appears to be stuck. The most recent entry that I see is dated January 20.

My experience is that's because 'Active Topics' doesn't usually show posts in 'General Discussion'. nor 'Feedback and Suggestions' (and possibly others).

The most recent one I see is Jan 21. But it looks broken, though.

Time zone based - Jan-20 for me (my forum footer: "All times are UTC+08:00")

I wonder whether it excludes everything in the General section? I had a dig around in the phpbb documentation and I couldn't find anything about quick links or active topics.

Yep, likely any topics posted under the 'General' forum area -
Latest News
General Discussion
Digital TV
Feedback and Suggestions
Off Topic Discussion
Test Forum

I can see the 'ABC pixelating - Melbourne, since beginning of last week' isn't showing in 'Digital TV'
